ઉન્નાવ ગેંગરેપ કેસમાં દિલ્હીની તીસ હજારી કોર્ટે ભાજપના પૂર્વ ધારાસભ્ય કુલદીપ સિંહ સેંગરને દોષીત જાહેર કર્યો છે. કોર્ટે સહ આરોપી મહિલા શશિ સિંહ નોકરી અપાવવાના બહાને પીડિતાને કુલદીપ સેંગર પાસે લઈ ગઈ હતી. ત્યારબાદ સેંગરે પીડિતા પર બળાત્કાર ગુજાર્યો હતો. સેંગરની સજા પર 19 ડિસેમ્બરના રોજ ચર્ચા થશે.
તીસ હજારી કોર્ટે તપાસ એજન્સી સીબીઆઈને ઠપકો આપતા કહ્યું કે, ગેંગરેપવાળા કેસમાં સીબીઆઈએ ચાર્જશીટ દાખલ કરવા માટે એક વર્ષનો સમય કેમ લગાવી દીધો? કોર્ટે કહ્યું કે પીડિતાએ પોતાનો અને પરિવારનો જીવ બચાવવા માટે આ કેસને મોડેથી રજિસ્ટર કરાવ્યો હતો. કોર્ટે કહ્યું કે અમે પીડિતાની મનોસ્થિતિ સમજીએ છીએ.
તીસ હજારી કોર્ટે ધારાસભ્ય કુલદીપ સેંગર અને શશિ સિંહને કલમ 120 B (ગુનાહિત કાવતરું), 363 (અપહરણ), 366 (સ્ત્રીનું અપહરણ અથવા લગ્ન માટે દબાણ કરવા માટે ત્રાસ આપવો), 376 (બળાત્કાર અને અન્ય સંબંધિત કલમો) અને POCSO અંતર્ગત દોષીત જાહેર કર્યા છે.
લંડનમાં યોજાયેલી મિસ વર્લ્ડ 2019 પ્રતિયોગિતામાં જમૈકાની ભારતીય મૂળની ટોની એન.િસંહનાં શિરે વિશ્વસુંદરીનો તાજ અલંકૃત થયો છે. વર્ષ 2018ની મિસ વર્લ્ડ વેનેસા પોન્સે તેનાં માથે તાજ પહેરાવ્યો હતો. આ વિશ્વ સુંદરી સ્પર્ધામાં દુનિયાભરની કુલ 120 સુંદરીઓએ ભાગ લીધો હતો. ટોની સિંહ જમૈકાની ચોથી મહિલા છે જેણે આ તાજ જીત્યો છે.
આ વર્ષે 2019માં મિસ યુનિવર્સ અને મિસ વર્લ્ડ બન્નેની વિજેતાઓ અશ્વેત રહી છે. આ પહેલા 8 ડિસેમ્બરે સાઉથ આફ્રિકાની 26 વર્ષની જોઝિબિની ટુંઝી મિસ યુનિવર્સ બની હતી. આ વર્ષ સુંદરતા જગતમાં ભારતની સુમન રાવે પણ દેશનું નામ રોશન કર્યુ છે. તે મિસ વર્લ્ડ સ્પર્ધામાં ત્રીજા સ્થાને રહી છે. બીજા ક્રમે મિસ ફ્રાન્સ ઓપેલી મેઝિનો આવી છે.’
ઓનલાઈન ટ્રાન્ઝેક્શન NEFT એનઈએફટી મારફતે કરતા લોકો માટે આજરોજ તા. 16 ડિસેમ્બર 2019થી મહત્ત્વની સુવિધા શરૂ થઇ છે. જેમાં NEFT એનઈએફટી સુવિધા અઠવાડિયાના સાતેય દિવસ અને 24 કલાક મળી રહેશે. આ અગાઉ NEFT એનઈએફટી સુવિધા 24 કલાક મળતી ન હતી.
‘ NEFT એનઈએફટી ઓનલાઈન ટ્રાન્ઝેક્શનનો એક પ્રકાર છે. જેમાં લોકો એક સમયમાં બે લાખ રૂપિયા સુધીની રકમ ઓનલાઈન ટ્રાન્સફર કરી શકે છે. સામાન્ય દિવસોમાં NEFT એનઈએફટી’ સુવિધા સવારે આઠ વાગ્યાથી સાંજે સાત વાગ્યા સુધી તેમજ પહેલા અને ત્રીજા શનિવારે સવારે આઠ વાગ્યાથી બપોરે’ એક વાગ્યા સુધી સક્રિય રહેતી હતી. જો કે હવે સાત દિવસ અને 24 કલાક સુવિધા મળી શકશે.
What is NEFT?
National Electronic Funds Transfer (NEFT) is an Indian system of electronic transfer of money from one bank to another. It was introduced by Reserve Bank of India. It is an electronic fund transfer system that is based on Deferred Net Settlement (DNS) which settles transaction in batches.
NEFT transfers have now been divided into half-hourly batches with the settlement of the first batch starting after 12:30 am (after midnight) and the last batch ending at midnight. This NEFT timing cycle will function round-the-clock.
Since the settlement of the last NEFT payment batch ends at midnight, you might not be able to make a transaction after 11:30 pm till the beginning of the next batch at 12:30 am the next day.
NEFT charges:
Most banks like the State Bank of India (SBI), ICICI Bank and HDFC Bank do not charge anything for online NEFT transfers. In July, the RBI had waived off all charges on fund transfer through NEFT and RTGS and had also asked banks to pass on the benefits to customers. The RBI has also proposed to mandate banks to make all online NEFT transactions free for savings bank account customers from January 2020.
NEFT limits:
There is no minimum limit for NEFT transfer but it is generally used for fund transfers of up to ₹2 lakh. For high-value transactions, RTGS is used. The maximum NEFT limits vary from bank to bank and also depend on the customer category. For example, ICICI Bank allows NEFT transfers up to ₹10 lakh for most customers but for others, it may allow NEFT transactions up to ₹25 lakh. HDFC Bank, too, has a ₹25 lakh limit for online NEFT transactions.
સરકારે ધોરીમાર્ગના ટૉલ પ્લાઝાના ફાસ્ટૅગ લૅનના પચીસ ટકાનું એક મહિના માટે હાઇબ્રિડ લૅનમાં રૂપાંતર કરવાની શનિવારે જાહેરાત કરતા નાગરિકોને કામચલાઉ થોડી રાહત મળી છે. હાઇબ્રિડ લૅનમાં ફાસ્ટૅગ અને ટૉલ ચુકવણીના અન્ય માધ્યમને સ્વીકારાશે.
અગાઉ, સરકારે ફાસ્ટૅગનો ફરજિયાત અમલ પહેલી ડિસેમ્બરથી કરવાની જાહેરાત કરી હતી. બાદમાં આ મર્યાદા ૧૫મી ડિસેમ્બરની કરી હતી.
માર્ગ પરિવહન અને ધોરીમાર્ગ મંત્રાલયે જણાવ્યું હતું કે નેશનલ હાઇવે ઑથૉરિટી ઑફ ઇન્ડિયાની વિનંતિને પગલે અને નાગરિકો મુશ્કેલીમાં ન મુકાય તે માટે પચીસ ટકા ફાસ્ટૅગ લૅનનું રૂપાંતર એક મહિના માટે હાઇબ્રિડ લૅનમાં કરાશે અને આવા લૅન પરથી દરેક રીતે ટૉલની ચુકવણી કરી શકાશે. આમ છતાં, ટૉલ પ્લાઝાના અંદાજે ૭૫ ટકા લૅન ફાસ્ટૅગ લૅન રહેશે.
મંત્રાલયે સ્પષ્ટતા કરી હતી કે ટૉલ પ્લાઝા ખાતેની આ સુવિધા માત્ર ૩૦ દિવસ માટે જ લંબાવાઇ છે.
ટૉલ પ્લાઝા પર વાહનોએ લાંબી લાઇન લગાડવી ન પડે તે હેતુસર નેશનલ ઇલેક્ટ્રૉનિક ટૉલ કલૅક્શન પ્રૉગ્રામનો અમલ દેશભરમાં કરવાનો નિર્ણય લેવાયો હતો, પરંતુ ફાસ્ટૅગ મળવામાં પડતી મુશ્કેલીને ધ્યાનમાં રાખીને તેને ફરજિયાત બનાવવાનું એક મહિના માટે લંબાવાયું છે.
ફાસ્ટૅગને લગતી સહાય માટે ૧૦૩૩ હૅલ્પલાઇન પર ફૉન કરી શકાય છે. બૅન્કો દ્વારા પણ ફાસ્ટૅગનું વિતરણ કરાય છે.
ગુજરાતમાં ગૌણ સેવાની ભરતી પરીક્ષાનો હોબાળો હજુ શમ્યો નથી ત્યારે વધુ એક ભરતી પરીક્ષા રદ કરવામાં આવી હતી. સરકારી વીજ કંપની પીજીવીસીએલ, ડીજીવીસીએલ, એમજીવીસીએલ માટે ૧૫૦ એન્જિનિયરો અને ૭૦૦થી વધુ કલાર્કની પરીક્ષા રદ કરવામાં આવી હતી. આ પરીક્ષા રદ કરવા માટેનું કારણ આપ્યા વગર જ ભરતી રદ કરવામાં આવી હોવાનો માત્ર એક મેસેજ આપતા ઉમેદવારોમાં રોષ ફેલાઈ ગયો છે.
પશ્ચિમ ગુજરાત વીજ કંપની, દક્ષિણ ગુજરાત વીજ કંપની અને મધ્યગુજરાત વીજ કંપનીઓમાં કારકૂનોની ભરતી માટે ગત વર્ષ ૨૦૧૮ના જુલાઈ મહિનામાં રજિસ્ટ્રેશન કરાવવામાં આવ્યા હતા, જે માટે દરેક ઉમેદવારો પાસેથી ૫૦૦ રૂપિયા લીધા હતા. ભરતી રદ્ના મેસેજમાં તેવું પણ જણાવવામાં આવ્યું હતું કે, પરીક્ષા ફોર્મ સમયે ભરવામાં આવેલી ફીનું રિફન્ડ મળશે. આ અંગેની વધુ માહિતી માટે તમારે વેબસાઈટની મુલાકાત લેવાની રહેશે. થોડા જ સમયમાં આ અંગેની બીજી જાહેરાત પણ બહાર પાડવામાં આવશે.
રાજ્ય સરકાર દ્વારા આ ભરતી માટેની લાયકાત નક્કી કરવામાં આવી હતી, તેમાં ફેરફાર કરવામાં આવ્યો છે. જેના કારણે આ ભરતી પરીક્ષા રદ કરવામાં આવી છે. આ પરીક્ષા રદ કરવા પાછળ સરકારે આ કારણ આપ્યું છે. સરકારે ઈડબ્લ્યુએસના ક્વોટાના નિયમનું અમલીકરણ કરવાને કારણે પરીક્ષા રદ કરવામાં આવી હતી.
આપણું સૂરત બાળકો ગૂમ થઇ જવા બાબતે બીજા રાજ્યોમાં બદનામ થઇ રહ્યું છે

છાશવારે ઔદ્યોગિક વિકાસ, બિઝનેસ પેરામિટર્સ, ઓટોમોબાઇલ સેલિંગ વગેરે આર્થિક પરિબળોમાં સિદ્ધીઓ હાંસલ કરવાની વાતોનું ગૌરવ લઇ રહેલા સૂરતીઓ કદાચ એ વાત જાણતા નહીં હોય કે ગુજરાત અને ભારતમાં સૂરત એક સંવેદનશીલ મુદ્દા માટે બદનામ થઇ રહ્યું છે અને એ મુદ્દો છે બાળકો ગૂમ થઇ જવાનો. સૂરતમાંથી છેલ્લા પાંચ વર્ષમાં 3002 બાળકો ગૂમ થઇ ચૂક્યા છે અને આટલી મોટી સંખ્યામાં ગૂમ થયેલા બાળકોમાં મોટા ભાગના ગુજરાત બહારના રાજ્યોમાંથી રોજગારી અર્થે સૂરત આવેલા પરપ્રાંતિય પરિવારોના હોવાનું મનાય છે. આ જ કારણે સૂરત ભારતના અન્ય રાજ્યોમાં બાળકો ગૂમ થઇ જવા અંગે વગોવાય રહ્યું છે. મોટી સંખ્યામાં બાળકો ગૂમ થવાની ઘટનાને ખુદ રાજ્ય સરકારે સ્વીકારવું પડ્યું છે અને આ અંગેની સત્તાવાર માહિતી હાલ ચાલી રહેલા વિધાનસભા સત્રમાં આધિકારીક રીતે આપવી પડી છે.
આખી બે સ્કુલની વિદ્યાર્થી સંખ્યા જેટલા બાળકો પાંચ વર્ષમાં ગૂમ થઇ ગયા છે સૂરતમાંથી
સરકારના સત્તાવાર આંકડા મુજબ સૂરત શહેરમાંથી દર મહિને 10 વર્ષની વય સુધીના 50 બાળકો ગૂમ થઇ રહ્યા છે. યુનેસ્કો જેવી સંસ્થાના માપદંડો અનુસાર મહિને 50ની સરેરાશથી બાળકો ગૂમ થવા એ અત્યંત તપાસ માગી લે તેવી સમસ્યા કહેવાય. પણ સૂરત શહેરમાં જાણે કશું બન્યું ન હોય તેવો માહોલ છે.
છેલ્લાં પાંચ વર્ષ દરમિયાન ગુજરાતભરમાંથી કુલ ૧૬૬૨૦ બાળકો ગૂમ થયા હોવાનું આખરે વિધાનસભાના સત્ર દરમિયાન પુછાયેલા પ્રશ્નને પગલે બહાર આવ્યું છે. આ સત્તાવાર માહિતી ગઇ તા.૩૦મી જૂન ૨૦૧૯ સુધીની છે. સૌથી વધુ બાળકો સૂરત શહેરમાંથી ગૂમ થયા છે. ગુજરાતના બિઝનેસ સિટી અને દેશના ટેક્સટાઇલ સિટી ગણાતા સૂરત શહેરમાંથી છેલ્લા પાંચ વર્ષ દરમિયાન કુલ 3002 બાળકો ખોવાય ગયાના સત્તાવાર આંકડા પોલીસ ચોપડે નોંધાયા છે. આશ્ચર્ય તો એ થઇ રહ્યું છે કે ત્રણ-ત્રણ હજાર બાળકો ગૂમ થવા છતાં સૂરતના લોકોમાં કોઇ જ પ્રતિકાત્મક સ્થિતિ સર્જાઇ નથી. સંવેદનશીલ સમાજ હોય તો આટલી મોટી સંખ્યામાં બાળકો ગૂમ થવાની ઘટના બાદ લોકો રસ્તા પર આવી ગયા હોત.
મોટા ભાગના ગૂમ થયેલા બાળકો બીજા રાજ્યોમાંથી રોજગારી અર્થે આવેલા પરપ્રાંતિય પરિવારોના હોવાનું મનાય છે
મોટી અને અસામાન્ય બાબતમાં ગૂમ થયેલા બાળકોનું શું થયું એ બાબતે પણ રિપોર્ટ કરવાની દરકાર કોઇએ લીધી નથી. આ મુદ્દામાં એટલા વ્યાપક સવાલો અનુત્તર રહે છે કે ન પૂછો વાત, ગૂમ થયેલા બાળકોના માતાપિતા, વાલીઓ, પરિવારજનો પર શું વિત્યું હશે અને શું વીતી રહ્યું હશે, ગૂમ થયેલા બાળકો ક્યાં હશે, હયાત હશે કે કેમ આવા અનેક પ્રશ્નો ભલભલા કઠોર હ્રદયને પણ હચમચાવી મૂકે એવા છે પણ બિઝનેસ સિટી બનેલા સૂરતમાં હવે સંવેદનશીલતા ક્ષીણ થતી હોવાનું જણાય રહ્યું છે.
અમદાવાદમાંથી 2143 બાળકો પાંચ વર્ષમાં ગૂમ થયા
તાજેતરમાં મળેલી વિધાનસભા સત્રની ત્રણ દિવસની બેઠકમાં રજૂ કરાયેલી અતારાંકિત પ્રશ્નોત્તરીમાં લીંબડીના ધારાસભ્યો સોમાભાઈ કોળી પટેલ દ્વારા પૂછવામાં આવેલા એક પ્રશ્નના લેખિત જવાબમાં રાજ્ય સરકારે બાળકો ગૂમ થયા હોવાની વિગતો પૂરી પાડી હતી. જેમાં સુરતમાંથી ૩૦૦૨ બાળકો અને અમદાવાદમાંથી ૨૧૪૩, રાજકોટમાંથી ૪૯૮, જામનગરમાંથી ૩૦૩, ભાવનગરમાંથી ૪૫૫, પોરબંદરમાંથી ૧૧૮ અને કચ્છમાંથી ૨૪૮ બાળકો ગુમ થયા હોવાનો ઉલ્લેખ કરવામાં આવ્યો છે.
સૂરતમાં શુક્રથી સોમ ચેમ્બર ઓફ કોમર્સ આયોજિત હીરા-ઝવેરાતનું રાષ્ટ્રીય સ્તરનું સ્પાર્કલ 2019 પ્રદર્શન

INDIAN AIR FORCE AIRMEN TRADES AND DUTIES
On the basis of the performance in the Joint Basic Phase Training (JBPT) at Basic Training Institute, Belgaum specific trades are allotted to the successful candidates. Basic combatant training is imparted to all the recruits, which includes basic discipline and manners, educational training, weapon training etc. After successful completion of basic training, you will be trained in specific trades. PT, Parade and games are integral part of the training and service life. Succeeding paragraphs give an idea of the nature of job an airman is expected to perform in different trades. However, depending on service requirement, an airman may be assigned other jobs as required by his superior authorities and exigencies of service.
Group X (technical)
Automobile Fitter:
In this trade you are responsible for maintenance and repair of all types of light and heavy duty mechanical vehicles, cranes and loading equipment etc.
Electronics Fitter:
As an Electronics Fitter you operate and maintain Radar, Voice and Data transmission and reception equipment mounted on latest airborne weapon delivery systems and ground based air defence systems. You will get trained in Digital Electronics, measuring instruments, radar technology, latest electronic devices and related trade fundamentals.
Electrical Fitter:
You will maintain power supply system of latest types of aircraft, airborne missiles and associated ground systems. You will also maintain photo equipment mounted on air borne weapon systems and operate ground basedphoto systems. You will get trained in electrical trade, operation and maintenance of digital devices, electronics devices etc.
Mechanical System Fitter:
You will repair and maintain mechanical, hydraulic and pneumatic systems of airborne missiles, engines, automobiles and aircraft fuelling equipment. Complete aircraft ground support equipment will also be repaired and maintained by you. You will be trained in handling and preparation of bombs and explosives and in electrical system, workshop and mechanical trades as well as automobile mechanics.
Structures Fitter:
As Structure Fitter, you are responsible for the maintenance and servicing of airframes and their accessories, components and controls of aircraft. Regular checks for the entire hydraulic and pneumatic system to ensure proper functioning against leaks are also part of your duties. You will also be assigned the responsibility of marshalling, parking, picketing and ground handling of aircraft.
Propulsion Fitter:
In this trade you will repair, maintain and prepare for use the propulsion system of aircraft and other airborne weapon delivery system.
Workshop Fitter(Smith):
You will undertake major structural repairs of all aircraft at central repair facilities. You will also be trained in workshop trade for material treatment, welding, heat treatment, smithy and basic machine tools etc.
Workshop Fitter (Mechanical):
You will undertake repair and maintenance work of mechanical nature. You will be trained in workshop trade and practices.
Weapon Fitter:
In this trade, you will prepare, maintain and service armaments, ammunition and safety equipment of aircraft, missiles and other weapon delivery systems. You will also operate and maintain small arms and bomb destruction equipment. You will be trained to handle bombs, explosives, arms and their installation on weapon delivery platforms.
Group X (non-technical)
Education Instructor: As an Education Instructor you will run training programme at instructional schools and improve education level of Air Force Personnel.
Group Y (technical)
Communication Technician:
As a Communication Technician you will operate, service and maintain all types of state of the art communication devices, telephone exchange and radio equipment
Automobile Technician:
As an Automobile Technician you will drive all types of light, medium and heavy automobiles, load carriers and specialist vehicles like cranes, towing tractors, fork lifters etc. subject to service exigencies. As a technician you will also carry out minor repairs, day to day maintenance and basic level servicing of the common user vehicles and specialist vehicles in the Indian Air Force inventory.
Group Y (non-technical)
Admin Assistant:
As an Admin Assistant you will maintain and analyse records, files and information of personnel. You will also manage ration supplies, cook houses and messes.
Accts Assistant:
As an Accounts Assistant you will record and manage accounting of pay and allowances, equipment, logistics transactions, public fund and cash flow etc
Medical Assistant:
You are made familiar with nursing and first-aid. You are also involved in management of medical stores, dispensaries and ward supervision.
Logistics Assistant:
As a Logistics Assistant, you are involved in the procurement, storage and handling inventory control as well as accounting of military stores.
Environment Support Services Assistant (ESSA):
This job involves maintenance of the firefighting section. It also requires that you ensure the upkeep of hygiene of Air Force Campus.
Ops Assistant:
As an Ops Assistant you will operate various systems of Air Traffic Control Centre, Air Field and Air Defence System. You will be trained in operation of Radars, Display Units, reporting and tracking procedures of airborne weapon systems etc
Meteorological Assistant:
If you are a Meteorological Assistant, you are trained to undertake weather observation and to maintain meteorological instruments. You are also responsible for plotting of charts, taking balloon observations and compilation of weather summaries.
Ground Training Assistant:
As a Ground Training Instructor, you will train personnel on drill, parade, handling of arms and physical exercise. You are also responsible for organizing and conducting all games and sports activities.
Indian Air Force (Police):
In the position of Indian Air Force (Police) your responsibilities involve assuming police duties and investigation of offences. You are also in-charge of maintenance of security.
Indian Air Force (Security):
As an Indian Air Force (Security) tradesman, you are to undertake special operations and carry out high level security operations.
Musician:

During training, a stipend of Rs. 14,600/- per month will be paid. On completion of training the starting gross emoluments at the minimum of scale of pay including Military Service Pay (MSP) and Group ‘X’ Pay {applicable for Group ‘X’ (Technical) Trades only} plus Dearness Allowance (DA) will be as follows:

Rs. 33,100/- per month (approximately) plus DA (as applicable) which, in subsequent years, may rise as per the career progression of the individual.

The initial period of engagement in the IAF is 20 years, which can be extended up to the age of 57 years. Promotion prospects up to the rank of Master Warrant Officer exist to the deserving airmen. Darveys.comને નાનાં શહેરોમાંથી મળતા ઓર્ડર્સમાં 50 ટકાનો વધારો થયો છે જ્યારે દિલ્હી અને મુંબઈ જેવાં મોટાં શહેરોમાંથી મળતા ઓર્ડર્સમાં માત્ર 25 ટકા વૃદ્ધિ થઈ છે. Darveysના સ્થાપક ગ્રુપના જણાવ્યા અનુસાર ચોખ્ખા આંકડા જોવામાં આવે તો નાનાં શહેરોમાંથી વધારે ઓર્ડર્સ મળી રહ્યા છે.
લક્ઝરી ચીજવસ્તુઓ વેચતી કંપની Luxepolis સૂત્રો જણાવે છે કે લગભગ 45 ટકા વેચાણ નાનાં શહેરોમાં થાય છે. છેલ્લાં ત્રણ વર્ષમાં બીજી અને ત્રીજી શ્રેણીનાં શહેરોમાંથી મળતું વેચાણ 25 ટકા વધી ગયું હતું અને 2021 સુધીમાં તે 50 ટકા વધવાની ધારણા છે.
Darveysને મળતા કુલ ઓર્ડર્સમાં બીજી, ત્રીજી અને ચોથી શ્રેણીનાં શહેરોમાંથી મળતા ઓર્ડર્સનો હિસ્સો 2015માં માત્ર 20 ટકા હતો, જે વધીને 50 ટકા થયો છે. 8 નવેમ્બર 2016ના રોજ નોટબંધીની જાહેરાત થઈ ત્યારથી પ્રથમ શ્રેણીનાં શહેરોમાંથી વેબસાઇટને મળતા ગ્રાહક દીઠ ઓર્ડર્સનું સરેરાશ કદ ₹36,000થી ઘટીને ₹26,000 થયું છે જેની સામે બીજી અને ત્રીજી શ્રેણીનાં શહેરોમાંથી થતો ગ્રાહક દીઠ સરેરાશ ખર્ચ ₹14,000થી વધીને ₹18,000 થયો છે.
Luxepolisના વિજયે ઉમેર્યું હતું કે, “ઉદ્યોગો અને ખેતી સાથે સંકળાયેલા સંપત્તિવાન લોકો લક્ઝરી વસ્તુઓ ખરીદતા હોવાનું અત્યાર સુધીના વેચાણ પરથી જાણવા મળ્યું છે, પરંતુ છેલ્લા ઘણા મહિનાઓથી IT, BPO, KPO, ઇ-કોમર્સ જેવી સર્વિસ ઇન્ડસ્ટ્રીઝના યુવા કર્મચારીઓ તરફથી પણ સારો ટ્રાફિક મળ્યો છે કારણ કે, આ સેક્ટરની કંપનીઓએ તેમની ઓફિસો બીજી અને ત્રીજી શ્રેણીનાં શહેરોમાં શરૂ કરી છે.
સંસદમાં શિપ રિસાઇક્લિંગ બિલ-2019 પસાર થવાને પગલે ભાવનગરના અલંગ શિપ રિસાઇક્લિંગ યાર્ડનું કામકાજ વધવાની શક્યતાઓ વધી ચૂકી છે. યુરોપ અને જાપાન જેવા દેશોના જહાજો અંતિમ સફર માટે હાલ ચીન અને તુર્કી જાય છે એ હવે ગુજરાતના ભાવનગર સ્થિત અલંગ સુધી દોરાય આવે તેવી શક્યતાઓ ઉપસ્થિત થઇ છે. અલંગના શિપરિસાઇક્લિંગ ક્ષેત્રે સંકળાયેલા અગ્રણીઓના મતે આ બિલ દ્વારા ટર્નઓવર વધશે.
અલંગમાં દર વર્ષે સરેરાશ 250થી 280 શીપ ભાંગવા કે રિસાઇક્લિંગ માટે આવે છે. આ ઉદ્યોગ વર્ષે 3.5 મિલિયન ટન સ્ટીલ ઉત્પાદન કરે છે જેનું ટર્નઓવર 1.3 અબજ ડોલર થાય છે.
જાણકારો કહે છે કે સંસદે પાસ કરેલા બિલને પગલે ચોક્કસપણે અલંગના શિપ રિસાઇક્લરને મોટા પાયે ફાયદો કરાવશે. આ ખરડો પસાર થવાને પગલે હોંગકોગ કન્વેન્શન એડોપ્ટ કરવાનો રસ્તો હવે સાફ થયો છે. તેનાથી પર્યાવરણ અને સુરક્ષાને લગતી બાબતો પર ભાર મુકાશે, જેનો લાભ ભારતના ઉદ્યોગને થશે. નવી શરતોને પગલે યુરોપિયન અનો જાપાની જહાજો મોટા પાયે ગુજરાતમાં અલંગ તરફ વળશે. અગાઉ આ જહાજો તુર્કી અથવા ચીન જતા હતા. અલંગ અગાઉ કરતાં પણ મોટા પાયે શિપ રિસાઇક્લિંગ ડેસ્ટિનેશન તરીકે ઊભરશે.
શિપ રિસાઇક્લિંગ એસોસિયેશન ઓફ ઇન્ડિયાના પૂર્વ સેક્રટરી નીતિન કણકિયાએ જણાવ્યું હતું કે, “આ બિલ પાસ થવું અમારી માટે સારી બાબત છે. હોંગકોગ કન્વેન્શનનો સ્વીકાર થતા હવે શિપ રિસાઇક્લિંગ ક્ષેત્રે સેફટી અને પર્યાવરણ અંગે વિશેષ ધ્યાન રાખવામાં આવશે. તેથી વિદેશી જહાજો અલંગ આવશે અને અહીં વધુ લોકોને રોજગારી મળશે.”
અગાઉ સુરક્ષા કે પર્યાવરણ જેવા ઇશ્યૂનો ઉલ્લેખ ન હતો. એટલું જ નહીં, હવે યુદ્ધજહાજોને પણ તેમાં સમાવી લેવાને પગલે હવે વોરશિપ પણ રિસાઇક્લિંગ માટે અલંગ આવી શકશે. અગાઉ વોરશિપ અંગે આપણે પ્રતિબંધ રાખ્યા હતા. હવે અનેક નવાં ક્ષેત્રોમાંથી શિપ આવશે. એટલું જ નહીં જાપાનના સહયોગથી જાપાન ઇન્ડસ્ટ્રિયલ કોર્પોરેશન ઓથોરિટી (જાયકા)ની સાથે ગુજરાતમાં અલંગને વિકસાવવાના વિશાળ પ્લાન ચાલી રહ્યા છે.
જાયકા સાથે રહીને કરોડોના રોકાણ સાથે રિસાઇક્લિંગ યાર્ડ તેમજ અન્ય ફેસિલિટી ઊભી કરાવામાં આવનારી છે. તેમાં કારીગરોને પણ સેફટીને લગતી યોગ્ય દેખરેખ રાખવાનું આયોજન છે. આ તમામ બાબતો અને આ બિલનું પાસ થવું બંને સાથે જોઈએ તો હવે ગુજરાતના અલંગ ખાતેના શિપ રિસાઇક્લિંગ યાર્ડ માટે વિપુલ તક આગામી દિશામાં ઊભી થવાની છે.
