કેન્દ્રના આરોગ્ય વિભાગે તા.30મી જુલાઇ 2020ના રોજ એક સ્પષ્ટતા કરતા જણાવ્યું છે ચાઇના સમેત વિદેશમાં કોઇપણ જગ્યાએથી મેડીકલ એજ્યુકેશનની પ્રાથમિક ડિગ્રી, એમ.બી.બી.એસ. સમકક્ષ ડિગ્રી ધારકોએ જો વિદેશી સંસ્થાઓમાં મેડીકલ અભ્યાસની સાથે એક વર્ષની ઇન્ટર્નશીપ કરી હશે તો તેને સ્વીકારીને ભારતમાં એક વર્ષની ઇન્ટર્નશીપ ફરજિયાત કરવામાંથી મુક્તિ આપવી. આવા તબીબોનું પરમેનન્ટ રજિસ્ટ્રેશન વખતે ફોરેનની સંસ્થામાં એક વર્ષ માટે કરેલી ઇન્ટર્નશીપને માન્ય ગણવા માટે દરેક રાજ્યોના મેડીકલ કાઉન્સિલ સત્તામંડળને જણાવવામાં આવ્યું છે.

ઇન્ડિયન મેડીકલ કાઉન્સિલ એક્ટ 1956ની સેક્શન 13 (3) અન્વયે ભારત દેશમાં તબીબોનું પરમેનન્ટ રજિસ્ટ્રેશન (કાયમી નોંધણી) કરતી વખતે ફોરેન મેડીકલ ડિગ્રી ધારકોએ ભારતમાં એક વર્ષની ઇન્ટર્નશીપ ટ્રેનિંગ પૂર્ણ કરી છે કે કેમ એની ચકાસણી કરવામાં આવે છે. આ પ્રક્રિયામાંથી હવે ચાઇના તેમજ અન્ય દેશોમાંથી મેડીકલ ડિગ્રી ધરાવનાર અને વિદેશમાં જ એક વર્ષની ઇન્ટર્નશીપ ટ્રેનિંગ પૂર્ણ કરનાર ઉમેદવારોનું ભારતમાં તબીબ તરીકે પરમેન્ટન્ટ રજિસ્ટ્રેશન કરી આપવામાં આવશે.

What does Section 13(3) in The Indian Medical Council Act, 1956 say?

The medical qualifications granted by medical institutions outside India, before such date as the Central Government may, by notification in the Official Gazette, specify which are included in Part IInd of the Third Schedule shall also be recognised medical qualifications for the purposes of this Act, but no person possessing any such qualification shall be entitled to enrolment on any State Medical Register unless he is a citizen of India and has undergone such practical training after obtaining that qualification as may be required by the rules or regulations in force in the country granting the qualification, or if he has not undergone any practical training in that country he has undergone such practical training as may be prescribed.
