નરેન્દ્ર મોદી સરકારે તા.12મી નવેમ્બર 2025ના રોજ એક અભૂતપૂર્વ પગલું ભરીને યાર્ન અને યાર્નના બેઝિક રો મટિરિયલ્સ પર પાછલા વર્ષોમાં લાદેલા QCO (ક્વોલિટી કન્ટ્રોલ ઓર્ડર્સ) હટાવી દીધા છે. જેને કારણે યાર્નમાંથી ફેબ્રિક બનાવતા દેશના ટેક્ષટાઇલ્સ ક્લસ્ટર્સ જેમાં સુરત સૌથી મોટું ફેબ્રિક મેન્યુફેક્ચરિંગ હબ છે ત્યાંના વણાટ ઉદ્યોગના કારખાનેદારો માટે જાણે દિવાળી આવી ગઇ હોય તેવો માહોલ બુધવારની રાતથી સર્જાયો છે.

કેન્દ્ર સરકારે યાર્ન અને યાર્નના બેઝિક રો મટિરિયલ પરથી QCO હટાવવાનું નોટિફિકેશન જાહેર કરતાં જ પોલિએસ્ટર મધર યાર્નના ભાવેમાં 20થી 25 ટકા તૂટ્યા છે અને યાર્ન હવે સુરતના વીવીંગ કારખાનેદારોની માગણી મુજબ આંતર રાષ્ટ્રીય સ્તરના ભાવોને સમકક્ષ મળતું થઇ ગયું હતું. QCOને કારણે ઇમ્પોર્ટેડ યાર્ન એટલું મોંઘુ થઇ ગયું હતું અને તેની આયાત પણ લગભગ બંધ થઇ ગઇ હતી. પરંતુ, હવે QCO હટાવતા પોલિએસ્ટર યાર્ન કે જેની આયાત બિલકુલ બંધ થઇ જવા પામી હતી અને દેશના સ્પીનર્સ પાસેથી હલકી કક્ષાનું યાર્ન ઉંચી કિંમતે ખરીદવાની ફરજ પડતી હતી, એ સ્થિતિમાંથી સુરત સમેત દેશભરના વીવીંગ કારખાનેદારોને છુટકારો મળ્યો છે.

બુધવારે કેન્દ્ર સરકારે યાર્ન અને બેઝિક રો મટિરિયલ્સ પરથી ક્યુસીઓ હટાવવાની જાહેરાત કર્યા બાદ તુરત જ પોલિએસ્ટર મધર યાર્નના ભાવે કકડભૂસ થઇ ગયા હતા. સુરતના લોકલ યાર્ન ડિસ્ટ્રીબ્યુટર્સ અને ડિલર્સે મધરયાર્નના ઘટાડેલા ભાવોને મેસેજીસ વીવર્સ કારખાનેદારોને કર્યા હતા અને ભાવો જોઇને કારખાનેદારોની આંખમાં ચમક આવી જવા પામી હતી.

સુરતના ટેક્ષટાઇલ ઉદ્યોગના અભિન્ન અંગ વીવર્સને હવે યાર્ન સસ્તું મળશે અને સુરતનું કપડું હવે આંતર રાષ્ટ્રીય બજારમાં ટકી શકે તેવા ભાવે વેચાતું થઇ જશે. સુરતના વીવીંગ ઇન્ડસ્ટ્રીઝના આગેવાનો કેન્દ્ર સરકારના આ પગલાંને આજે દીવાળીની ગીફટની જેમ વધાવી રહ્યા છે.

બીજી તરફ નાયલોન યાર્ન પર પણ ક્યુસીઓ લાદવાની વાતો ચાલી રહી હતી તેનો પણ છેદ ઉડી જતાં સુરતના વીવીંગ ઉદ્યોગકારોને માટે સૌથી મોટી નિરાંત થવા પામી છે.

The Government of India has issued a significant series of notifications on 12 November 2025, rescinding multiple Quality Control Orders (QCOs) across key petrochemical and man-made fibre value chains. These decisions follow consultations with BIS and have been taken in public interest, with immediate effect, except for actions already undertaken under earlier notifications.

This development directly eases the compliance burden on industry and is expected to improve raw material availability, reduce input costs, and strengthen competitiveness—especially for textiles, plastics, and downstream MSME manufacturers.

A. Man-Made Fibre (MMF) & Yarn QCOs Rescinded

1. Terephthalic Acid (PTA)
2. Ethylene Glycol (MEG)
3. Polyester Staple Fibre (PSF)
4. Polyester Industrial Yarn (IDY)
5. Polyester Continuous Filament – Fully Drawn Yarn (FDY)
6. Polyester Partially Oriented Yarn (POY)
7. 100% Polyester Spun Yarn – Grey & White

Impact:
Immediate relief for the polyester value chain.
Lower raw material costs vs Vietnam, Bangladesh, China.
